The Foreign Affairs Office of the People’s Government of Shandong Province, concurrently serving as the Hong Kong and Macao Affairs Office, is the executing agency of the Steering Group for Foreign Affairs of the CPC Shandong Provincial Committee and supervises the province’s implementation of national foreign policies and handling of important foreign affairs and affairs related to Hong Kong and Macao Special Administrative Regions (SARs). The office comprises of the following divisions: General Office, Party Committee (concurrently the Personnel Division), Comprehensive Affairs Division, Outbound Visit Administration Division, Consular Affairs Division, Asian Affairs Division, European and African Affairs Division, American and Oceanian Affairs Division, Protocol and Coordination Division. The organizations established under the office include General Office of Shandong People’s Association for Friendship with Foreign Countries, Internal Service Center, Translation and Interpretation Center, Foreign Affairs Service Center.

Under the leadership of the CPC Shandong Provincial Committee, the People’s Government of Shandong Province and Ministry of Foreign Affairs of People's Republic of China, the Foreign Affairs Office of the People’s Government of Shandong Province has the main functions as follows:

· To implement national strategies, policies, laws and regulations concerning foreign affairs and the directions and decisions on foreign affairs made by the CPC Shandong Provincial Committee and the Provincial Government and establish the local regulations, rules governing foreign affairs and Hong Kong and Macao affairs;

· To make overall planning and administration of major foreign affairs and foreign-related activities in the province and be responsible for handling or assisting in handling of major foreign-related affairs;

· To implement national strategies and policies related to Hong Kong and Macao affairs, guide and coordinate the exchanges and cooperation between Shandong Province and Hong Kong and Macao SARs;

· To serve the development of economy and social undertakings of the province through the use of foreign exchange channels;

· To review and approve applications for temporary public affairs visits to foreign countries and Hong Kong and Macao SARs and invite foreign citizens to visit Shandong Province;

· To issue outbound visit ratification, assist in application for passports and visa for public affairs visitors abroad, and send notification letters regarding visa issue to foreign citizens who are invited to Shandong;

· To host visiting state/party delegations and other VIP foreign guests;

· To oversee foreign consular missions based in Shandong Province and handle relations with them on behalf of the Provincial Government;

· To work with relevant authorities in managing border affairs, foreign affairs and foreign-related issues at border and port of entry;

· To take the lead in handling the foreign-related cases (incidents) and emergencies;

· To manage the exchanges with foreign sister provinces and cities and other twinning links, deal with the applications for the establishment of all kinds of friendly relations;

· To provide guidance on the non-governmental exchanges with foreign countries across the province;

· To handle the affairs related to foreign news agencies and correspondents stationed in Shandong Province;

· To make overall planning of and coordinate the foreign-related activities for the leaders at provincial level;

· To supervise the relevant authorities on the administration of foreign experts and overseas training;

· To be held responsible for the education of foreign affairs personnel in foreign policies and foreign affairs disciplines;

· To be held responsible for the training of foreign affairs personnel;

· To undertake routine tasks of the Steering Group for Foreign Affairs of CPC Shandong Provincial Committee; and

· To perform other duties assigned by the CPC Shandong Provincial Committee, the Provincial Government, and competent authorities of the Central Government.
